Because the world can be split into four hemispheres based on the four cardinal directions, any given place on the planet will fit into two hemispheres.As you're a new player, your main base should be in an area that will experience level 1 or 2 purges, for now. That means the south desert and the river east to the jungle. You can always build a bigger one later, after you have some experience and materials stored up. I think priority one should be to be near an obelisk.
